The recommendations of the 6th Central Pay Commission have been accepted by the Central Government with certain modifications and have been given effect from 1.9.2008. However, Ministry of Railways is yet to implement certain decisions of the Central Government which have been implemented by the other Ministries and Departments. This has led to discontentment amongst Railway officers. Therefore, FROA has requested for a meeting of its Governing Council with the full Board to present these demands. FROA has also requested Board’s attention on few other issues which are also agitating the Railway officers. A list of issues is given in the attached file. |

IRSME Day ’09 was celebrated at Ahmedabad on 15th Feb, ’09. A Get together of all serving and non serving Officers of IRSME based at Ahmedabad was organized in the evening on 15th Feb, ’09.
The Divisional Railway Manager of Ahmedabad Division Shri Rajiv Misra was the Seniormost Serving Officer present during the Celebration. He was joined by his wife and the President of WRWSSC/ADI Mrs Kumkum Misra and family. The celebration was graced by Smt and Shri Manikutty, presently Professor/IIM/Ahmedabad, who chaired the Occasion, being the seniormost member of IRSME in Ahmedabad.
Other Officers present along with their families in the Function were Shri A K Sharma (CPM/Mech/ADI), Shri Raju (Commissioner/ Central Excise/ Ahmedabad), Shri Rakesh Bahl (Chairman /RRB/ADI), Shri Madhukar Dayal(pursuing FPM at IIM/ADI), Shri Samir Lohani (Sr DME/ADI), Shri Vishal Kapoor (Sr DME/VTA), Shri Sanjeev Tripathi (Persuing FPM at IIM/ADI), Shri Gaurav Kumar (DME/SBI) and Shri Vivek Varshney (AME/VTA). Shri Anupam Sharma, Shri Rupesh Kohli (Pursuing PGP – PMP at IIM/ADI) and Shri Himanshu Joshi (Pursuing PGP at IIM/ADI) could not attend the function because of some classes planned at IIM/Ahmedabad in the Evening. Their absence was missed by all the Officers.
The Officers and families entertained themselves with a lot of Games, chat and an off work interaction and the great evening was brought to an end by cutting of the IRSME Day Cake by Mrs Manikutty and Dinner.
The IRSME Officers of Ahmedabad look forward to have more such interactions in the times to come.

IRSME Association is publishing an annual journal. Inaugural issue shall be published in the month of January, 2006. The publication shall include articles covering issues concerning the mechanical engineering discipline in particular and Railways in general. Achievements of individuals and organizations, new technology issues in changing perspective and future challenges to the mechanical engineers- are some of the desirable themes. Articles, statistics, snippets, anecdotes are all welcome. Also welcome are advertisements to take care of expenses.

Book allowance in lieu of bonus-Approved |

| FROA Governing Council had taken up the issue of grant of incentive in lieu of bonus to officers and had suggested grant of book allowance. The above proposal was being followed up closely and a number of meetings at various levels including MS, FC and CRB have finally yielded an encouraging response. The proposal has been approved by the Board and is now awaiting Hon'ble MR's approval. |

IRAS PLATINUM JUBILEE CELEBRATIONS AT CHENNAI |

The first Regional seminar of the IRAS Platinum Jubilee Celebrations was hosted by Southern, South Western and East Coast Railways on 28.1.2005 at Chennai. The seminar was on “Management of change in Indian Railways” for which eminent speakers were invited to present papers. Dr. Raja Chelliah, eminent economist was the Chief Guest. Mrs. Vijayalakshmi Visvanathan, FC/Railways delivered the keynote address. Four eminent persons from the Government, public and private sectors- - Mr. N.Vittal, retired CVC: Mr.M.Ravindra, retired CRB: Mr.S.V.Narasimhan, MD, Chennai Petroleum Corporation Limited and Mr. N.Gopalaswami, Director, Dalmia Cements were the speakers. Mr.V.R.Ganesan (who joined the servicein 1949) , seniormost IRAS officer to attend the seminar presided over the morning session.
Mr.S.C.Pandey, OSD in Ministry of Finance, Mr.V.Sriram, ICRA and Mr.A.Selvaraj, ADRM/Chennai were the speakers at the afternoon session. A sizeable audience from all over India attended the seminar. GMs and PHODs of the three hosting railways as well as RWF and ICF, all retired FCs, retired and serving IRAS officers of the three hosting railways, all IRAS officers in HAG and above, officers from the Board nominated by FC and winners of the Quiz Contest held by me were all invited to the function. Many of these including Mr.V.Sivakumaran, retired FC, Mr.Ramesh Chandra, GM/SR, Mr. Shivendra Kumar, GM/ICF , Mr. Chowdhury, GM/ECoR had turned up. Saurabh Mitra and Zaigham Ali Khan both of Western Railway were the winners of the contest and came for the function.
